About Project Arc
Project Arc is a boutique consultancy providing expert support throughout the entire lifecycle of a project. We work closely with academics, social impact organisations and public institutions to design, manage and evaluate projects that deliver meaningful and measurable outcomes.
Our work combines academic insight with professional experience. This allows us to support projects not only from a technical perspective, but also with a deep understanding of research, policy, evaluation and public value.
We believe in close collaboration and tailored support. Rather than offering standardised solutions, we adapt our approach to the specific needs, context and goals of each project and organisation we work with.
Project Arc has experience working on locally, nationally and European-funded projects, supporting clients from the early stages of project design and proposal writing through to implementation, monitoring, evaluation and final reporting.
Eva Fortes
Founding Director & Head Consultant
With a strong background in navigating EU-funded initiatives and fostering successful collaborations, Eva Fortes has proven expertise in writing up and managing EU projects. She has contributed to ventures such as the Spanish Network of Intercultural Cities (RECI), UParticipate, and Eurocities’ UNITES.
Specializing in multi-partner European projects with a focus on minorities, she excels in proposal writing, project management, and impact evaluation. She also supports academic researchers writing competitive proposals like ERC and Marie Skłodowska-Curie grants.
A native English speaker trilingual in Spanish and Catalan, Eva Fortes has two decades of professional writing and editing experience. She holds an Ivy League bachelor’s degree in literature from Columbia University and a master’s degree in political science from the Universitat Pompeu Fabra, where she is a PhD candidate holding the highly competitive La Caixa doctoral fellowship.
Dr. Evan Kapros

Expert in strategy, AI Ethics, and R&D management. Inventor of 7 pre-patent AI technologies with a track record of 15+ years in managing R&D innovation of €100 million in value.
Pioneered academia-to-industry collaborations in Human-Computer Interaction for regulated industries (mainly EdTech, but also immigration and defense tech, as well as cancer research), resulting in 40+ private-public partnerships.
His leadership and management skills include the ability to work on multiple projects simultaneously, manage multidisciplinary teams of designers, developers, and subject-matter experts, and apply the principles of systems innovation to communicate with diverse business stakeholders.

Dr. Libby Maman is a seasoned researcher, consultant, and thought leader in the field of impact measurement and evaluation.
As an expert in trust and public policy, her work has been recognized with prestigious awards and published in top academic journals and global media outlets.
She is the founder and directing manager of Luminata, a Barcelona-based consultancy that helps mission-based organizations measure and communicate their impact.
Alexánder Alegría Lozada
Research Dissemination & Outreach Coordinator
Bringing a multidisciplinary approach to research dissemination and outreach, Alexánder combines expertise in sociology, international marketing, and public policy. His career spans qualitative and quantitative research, knowledge management, and advocacy, with a strong focus on intersectionality, public health, and social justice.
Deeply rooted in hands-on research experience, his work ranges from designing and implementing large-scale studies to conducting fieldwork with migrant and refugee populations, people with disabilities, Indigenous and Afrodescendant communities, and LGBTQIA+ individuals. He has led research projects that examine the intersection of health, human rights, and social policy, ensuring that findings translate into actionable recommendations.
His expertise extends to coordinating knowledge-sharing platforms and managing research initiatives in collaboration with international organizations such as USAID, WHO, UNFPA, and the Overseas Development Institute.
Passionate about making research accessible and impactful, he specializes in bridging the gap between data and advocacy, ensuring that critical insights reach policymakers, organizations, and the communities they aim to serve.
Jane Axbey
Head of Communications
Jane has a strong creative background spanning design, content creation, and editorial work. She specialises in shaping clear, engaging narratives across platforms, publications, and campaigns, using graphics and data visualisation to translate complex ideas into visually compelling communications. With experience working with international organisations, SMEs, and non-profits, Jane combines strategic thinking with hands-on creative execution to deliver cohesive, impactful brand communications.
